  • Housing CounselingCommunity Action is a certified housing counseling agency for Region II serving counties Bottineau, Burke, McHenry, Mountrail, Pierce, Renville, and Ward. The Housing Counseling Program assists clients in solving their housing problems. Counseling is provided to homeowners, renters, and individuals who are homeless. Counseling activities include pre-purchase, post-purchase, mortgage delinquency and default resolution, renter counseling, past-due mortgage and/or rent assistance, security deposits, and basic budgeting. Eligibility is based on when funding is available.

  • Rent and Mortgage AssistanceWhen funding is available Community Action provides rent and mortgage assistance to low-income individuals experiencing a housing crisis. The applicants must be income-eligible and must have ongoing income that is sufficient to keep their rent current in the future. To find out more contact Community Action Partnership-Minot Region.

  • Security Deposit AssistanceCommunity Action provides assistance to pay a security deposit on a house, mobile home, or apartment for income-eligible individuals. The unit must pass a Housing Quality Standard inspection and the lease must be reviewed for prohibited lease terms. The applicants must be income-eligible and must have ongoing income that is sufficient to keep their rent current in the future. The maximum security deposit allowed is the fair market rent for the particular housing unit. Funding for security deposit is provided through grants and may not be available all 12 months of the year.

  • HOME ARP Supportive Services

    The HOME-ARP Initiative in North Dakota

    Recognizing the urgent need to combat homelessness and provide crucial support services, the U.S. Congress allocated $5 billion through the American Rescue Plan (ARP) to bolster the HOME Investment Partnerships program known as HOME-ARP. This initiative focuses on delivering vital assistance to individuals and families experiencing homelessness, those at risk of homelessness, and other priority populations.

    The North Dakota Housing Finance Agency (NDHFA) has awarded HOME-ARP grant funding to Community Action Partnership North Dakota (CAPND). CAPND will utilized the HOME-ARP grant funding to launch a statewide program, the HOME ARP Supportive Services Program, in January 2025. Leveraging its established network, CAPND will extend essential resources to underserved communities throughout North Dakota, directly addressing housing instability and fostering long-term well-being.

    The core objective of this program is to significantly reduce homelessness and enhance housing stability across the state. We are committed to providing comprehensive support to eligible individuals and families, empowering them to achieve and maintain safe, secure housing.

    Services include:
    • Rental Assistance: Providing crucial financial support to secure or maintain permanent housing.
    • Financial Assistance: Offering flexible aid to address immediate housing-related needs.
    • Housing Search and Placement: Guiding individuals and families through the process of finding suitable housing.
    • Housing Stability Case Management: Delivering personalized support to navigate challenges and build long-term stability.
    • Mediation Services: Facilitating resolutions to housing-related disputes.
    • Credit Repair Assistance: Empowering individuals to improve their financial standing through budgeting.
